You do not need to register an account or login to write reviews or rate businesses and restaurants.   In order to enter your comments, you need to view the actual listing for the business or restaurant.   You can do this by clicking on the name of the listing under the catagory listing of each type of business.   For instance:

1. Mouse over the Hot Topics link at the top of the page
2. Click on Restaurant Listings & Reviews
3. Choose a catagory
4. Choose a listing.
5. Under the listing info you will see where you can rate and review the business.
